From education and early life, through a career built on service, to family and community — Maisie’s story is defined by dedication at every turn.
Maisie T. Howard’s story begins in the scenic suburb of Pasadena Hills, on the outskirts of St. Louis, Missouri. The daughter of an army veteran and a high school English teacher, she was raised in a household where service and education were a way of life. Growing up alongside her four siblings in a setting that celebrated learning and community participation, Maisie transitioned from public school to a more structured parochial education during her middle and high school years — and began to come into her own, transforming from a shy child who communicated through her sister into a confident student leader recognized by the American Youth Foundation with the prestigious William H. Danforth “I Dare You” Leadership Award.
After graduating from Truman State University with a degree in nursing, Maisie joined the Mayo Clinic in Rochester, Minnesota, where she specialized in surgical gynecology, liver transplant intensive care, and home health care. There she encountered patients from every walk of life — including heads of state and everyday citizens — and her profound interactions with patients at the end of their lives deepened her empathy and drove her to advocate for more personalized, culturally aware healthcare. Recognizing the need to broaden her clinical skills, she went on to earn a Juris Doctorate and a Master of Health Administration from Saint Louis University, specializing in health law and gaining the legal acumen to navigate and influence healthcare policy.
In her personal life, Maisie has navigated significant milestones with grace and resilience — supporting her husband through 20+ years of police service and now as a small business owner, and building a family as a stepmother and mother. The premature births of her biological children brought her into close contact with the March of Dimes NICU Family Support program, where she gave back as a volunteer and advocate, and underscored for her just how vital accessible, compassionate healthcare support is for families. Following the death of her father, a period of profound personal reflection led Maisie to reevaluate her professional path and seek work more closely aligned with her values.
That reflection brought Maisie to the Anne Arundel County Public Libraries, where she now thrives in a role that lets her share her passion for knowledge and community service. Through her tenure on the Advisory Board and the Citizens Advisory Committee to the AACPS Board of Education, she has gained invaluable insight into the workings of the school system — a deep understanding of the policy and regulatory frameworks that underpin our educational processes. Her journey from healthcare professional to legal expert to community advocate reflects a single throughline: a genuine dedication to improving the lives of others.
